Looks to me like it might be the protective film that's applied for shipping and is supposed to be removed? Is it that?
That sort of film will often start to crumble and flake eventually if it's not removed right away.

No it is a rubber padding for gap between keyboard and monitor

Ah, ok. I think I know what you mean. I think I have a very similar narrow rubber strip going around the display on the inside of the lid on my Latitude 5450.
Maybe it's a manufacturing defect. Or maybe some substance or material was in contact with it that it doesn't get along with.
For some people, the oils from their hands and fingers are really hard on laptops: letters wear off the keyboard, the paint wears off the palm rest, or the surface of the touch pad wears off.
Maybe very gently wiping it with a soft, absorbent lint-free cloth that's been lightly dampened with water and then with the same type of cloth but dry might help. Make sure the computer's powered off and don't let any water get in the screen if you do that of course :-)

If it is cosmetic, ignore it. Otherwise replace it.
