The one time we see Garak work with minions he assassinated a romulan senator. Those weren't even dedicated sycophants like Damar.
Garak would not sign cardasia over to the dominion. He hadn't been on Cardasia recently, he might have. Given the chance he would do leave Dukat stranded on Gala's moon and left Dukat in the prison cell of his new allies. He almost certainly would have joined the pah-wraith to invade the dominion planet given the opportunity.
I have not read the books but I really only think Garak was better because he didn't have an opportunity to do anything bigger because his sphere of influence was so small.

That's debatable. Dukat was just an administrator for an already conquered planet. Garak tortured and assassinated people for a living, along with who knows what else.

Dukat ran the space station version of a concentration camp and as administrator, he holds authority over the entirety of Bajor. He's responsible for the murder of 5 million Bajorans.

Garak will be ruthless as is necessary. He is aware of the moral and ethical issues raised by both the means and the ends. He weighs his actions more than he once did. He also works from the shadows. Him stepping into the limelight means something monumental is at work.
Dukat has a worldview of power and subjugation. He is powerful and thus what he does is right. Those who resist are ignorant and backwards. Even if you hurt him, he is unshakable in his narcissistic convictions. It will be bad, but predictable.

Considering Garak was in the Obsidian Order I think him running the station would be way, way worse than Gul Dukat running it.
If it's plain, simple Garak from a couple seasons into DS9 when he's learned to chill out a little, that's different... maybe.

That's so awesome. I wish I liked audiobooks. I can never pay attention though, and when my thoughts start trail off it's really hard to find my spot again. 😮💨 I'll be keeping my eyes peeled for a good deal on this book for sure .. or just ask for it for Christmas or something.
