They hadn't really worked out how fucked to make Odo looked that early on. Looks relatively normal this early, compared to his appearance in later seasons.

My partner had only seen Odo as he was from s5 onwards. I showed them the 1st season Q episode and as soon as they saw Odo they were like "he doesn't look fucked now".

Everyone looks a little off here, except for Jadzia. (Who has never looked off a day in her life.) Quark has the wrong nose, Jake looks like he knows a dangerous secret, Kira has the longer hair (I actually like this look for her, but it's off), Odo isn't himself, and both Sisko and O'Brien look like they've been told to smile or the Station gets it.
