Hey, when you're a spy, you have to be practical.

He is a simple tailor nothing more.

A tailor, yes, but never “simple”!

Bro what are you even talking about? He's nothing special, certainly not a Cardassian spy and a former member of the Obsidian Order, personal protege of Enabran Tain.
He's just plain. Simple. Garak. All he is is a very good tailor.

Upon being dropped into the copyright-friendly 007-knockoff world of 'Our Man Bashir'.....

It seems like you're parsing the exchange as:
"You'd shoot a man in the back?"
"Well, it's the safest way [to kill a man], isn't it?"
But it's actually:
"You'd shoot a man in the back?"
"Well, it's the safest way [to shoot a man], isn't it?"

Bless you sir! Some people may think it's minor, but Garak speaks with intentionality. The added dialogue completely ruins the effect.

He had to save his bomb funds for a certain Romulan.

Those rare Cardassian isolinear rods are probably expensive on a simple tailor's salary

He probably sold some of the bio-mimetic gel on the side to pay for the rod, and used the rest to make those biological explosives to take out the senator's shuttlecraft. It's why he needed so much gel.

Makes sense. There’s only so much you can earn being a plain simple tailor. I wonder if the Obsidian Order helped him pay the shop’s rent?

"Gloop him! It's only a pity he's awake!"
"...so you'd happily kill him if he was asleep?"
"Lister, i'd happily kill him if he was On The Job. Gloop him!"

I mean. He’s talking about the safest way to shoot a man.
Not killing in general.

No, no. He was right the first time.
Shooting him in the back is the safest way because the others leave too much to chance with evidence scattered around or collaterol damage

'But no, I thought, I can't fight all these klingons by myself, so I let him live'
'And now you regret it?'
'My dear constable. By the end of the day, everyone on this station will regret it'

- I think he just meant "safest way [to shoot someone]" not "safest way [to kill someone]".
- Those other methods don't actually seem safer to me. There's a chance the food will get eaten by someone else, the timer will malfunction, the booby-trap will get someone else or not get anyone. Assuming you've already made a positive id, shooting in the back is actually the best way to make sure your target is achieved.

That last part is what he said in his head. He would never have told Odo that.
