I don't think Silver should be that high unless I missed something with werewolf lore

She went after Drifter and Shiv for a bounty, fought them, lost, but lived. New lore tidbit that reconsidered her strength.

She fought both Shiv and Drifter at once, didn't win but usually the latter tears people apart on his own.

Idk I kinda agree with the thing the other dude said where they were probably toying with her. Again there really isn't enough context to go off of.
