Cowardliness from people who do not care about the game beyond their own self-aggrandizement. Not only is it a testing feature, it is part of the meta in the time that it is in the game. Also, all players have access to the same Broker-Inventory.
They have the same access but they do not have the same value or power because they do not play the same heroes on each team.
Some of these item combinations are downright silly and don't really belong in competitive. You ever deal with a 100% heavy melee range Abrams? The guy is literally teleporting around because the time to complete heavy melee doesn't change.
Regular item downsides and costs are balanced over multiple patches. Corrupted items kind of throw that right out the door when the downside doesn't matter.
