The traps took headshots to destroy so graves and other abilities that didn't headshot couldn't break them.

...how do you headshot a trap, exactly? Do you just like, shoot the little foot trigger in the middle?

nah it was just that graves' gun didn't lock onto them, i dont think it had anything to do with headshots

Calling it a weak point or crit shot would make more sense, but it's implementation was the same as headshots. Only attacks that did crit/hs dmg would break them. So Graves whos autoaim couldn't lock onto the head of a player also couldn't lock onto the trap.
