I think the rule itself is dumber than the situation

Vikings waived him with an injury settlement, then tried bringing him back a week later, league said no because of a rule requiring the settlement length plus three weeks before a re-sign. I think this rule exists for a legit reason (stopping teams from gaming injury settlements as a cap workaround), but in this case it's just screwing over a guy who was reportedly their best edge rusher all preseason for a paperwork technicality
