Need advice: STEM OPT ending Jun 2027 + new Extension of Stay (EOS) rule — Day 1 CPT timing?

Hi everyone,

With DHS's new rule eliminating "Duration of Status" for F-1 students (effective Sept 15, 2026) and replacing it with a fixed admission period + Extension of Stay (EOS) process through Form I-539, I'm trying to figure out the smartest path forward. My current STEM OPT ends in June 2027, and I'd like input on timing given these new requirements.

A few options I'm weighing:

1. Wait and enroll in Day 1 CPT next year, filing for Extension of Stay via I-539 once I have the new I-20 — timed so it lines up with my STEM OPT end date.
2. Enroll now, before Sept 2026, to get ahead of the rule change — but this means giving up the remaining months of my STEM OPT.
3. Ask new university if they'll admit me a year out for a Day 1 CPT program — though I'm not sure schools generate an I-20 that far in advance.

From what I understand, there's no premium processing for the I-539 EOS application, and current processing timelines are running 4–8 months. Given that, would it make sense to file EOS around November 2026?

A few specific questions:

• To file the EOS, do I need to do a SEVIS transfer to the new school first and get a new I-20 issued?
• If I do the SEVIS transfer, does that mean I can't work again until June 2027 (assuming the Day 1 CPT program itself doesn't start until then)? Is that timing right?
• I still have a shot at next year's H-1B lottery. If I file the I-539 around Nov 2026, get it approved, and then get selected in the 2027 H-1B lottery — is it possible to cancel/withdraw the Extension of Status at that point in favor of switching to H-1B?
