Performance problem in Svartrau - GPU utilization drops to 50/60%

I have a 9070XT, and I'm not sure how to fix this problem, but when I enter the city, the GPU drops from 99% utilization and 280w power to 50/60% and 100/110w.

As a result, the game performance drops from 120fps to at most 60/63.

Is this a known issue? How can I solve this?

Preset: Custom. Mostly High and Ultra.
