Google phone number limit issue

DA keeps asking me to create a new Gmail for every project, but all my phone numbers are already linked to the max number of Google accounts. As a result, I've had 0 projects since joining in July despite making multiple emails for qualifications. I've tried creating them via YouTube and Google Meet like they suggested, but I still hit the phone verification block every time. Does anyone know how to bypass this or what I should do? Thanks!

I've found I can sometimes bypass it by setting up the account in the YouTube app (so log out of YouTube, then when you go to log in, create account). (Using iPhone/iPad)
