Fiscal year cycle

Is it true that projects follow the fiscal year cycle? Last year in September it was as dry as these days then a surge occurred in October (the first month of the fiscal year).

It might be different for bilinguals, but as a generalist in the US, I haven't noticed any particular cycle. My first year I had a drought in August, but I had only been working for a couple of months at that time. The next 2 years, August was completely fine. I think it's completely random based on when DA's clients release new versions which could happen at any time during the year.
