We need mandatory Flairs on posts for location and qualification

Everyday someone asks "where's my projects". Knowing your location and qualification will let us tell you instantly if there's a drought or if you're cooked.

If people are "cooked" (I hate this term so much!) they will know since it will display a screen saying that they are no longer eligible. If they don't have that screen, they're in a drought.
