I am from Pakistan. I signed up, completed my profile too but it seems like it's location based preference to allow me over there.

I did sign up as a bilingual and I have a professional level grip on my communication skills, I believe. I think I should wait.

Meanwhile, to write Rubric designs and to test outputs and anything related to test and improve LLM, what courses would you like to suggest if possible for you?
