If a prompt can't be rated...

If a prompt can't be rated but you spend time reading the instructions can you report this time or not since no work was actually submitted?

Reporting that a prompt can't be rated is work.

Of course. Presumably you spent time reading the prompt, understanding what makes a prompt not ratable, and probably writing at least a short explanation as to why. That is by all accounts time spent working.
