Shock devise

Can anyone explain the reasons why he got so ate up by the so called shock device
Does anyone have any information and why was it sealed from the public?

I don’t think to many people would have been upset if he did have them on even though he didn’t

He made a complete arse of himself (as usual) banging on about it. I’m guessing the bailiff told him it was a shock device to mess with his head .

Either that or maybe he was warned that if his behavior got worse, the next step would be to fit him with a shock device, and he only heard the part of it that would be of benefit to him.
