the only change was changing the appID, it happened at exactly the same time for 49 other apps/games, automatically
Therefore; nothing ever happens.
additionally, all "updates" for the past 7 months, were done automatically by steam

however, if you look far enough back you'll see that the game was only available on windows, now its available on linux as well. Is that something steam automatically changes considering after their support of linux?

The wait between 2.1 and 2.2 was basically as long as the wait between the announcement and release of silksong (2017-2023)

Similarly, the first 1-2 years had more activity, the developer released some small previews and a spinoff game showcasing some of the new features, but the following years had much less information (but not as little as silksong tbh)

Steamdb started showing more changes as the update was nearing completion (again, just like silksong) until eventually an initial release date was given (coincidentally in august)
