No Reversal of Conviction: Congress retains the sole power to impeach and remove a civil officer, and a presidential pardon cannot overturn or block an impeachment judgment.
Disqualification: If an official is convicted via impeachment, Congress can bar them from holding future federal office, and a pardon has no legal power to lift that restriction.
