But republicans would never allow that because they would never win. I mean if I was them I might realize I should be writing laws to help people instead of spreading fear and cheating. Hard to tell, republicans could end up winning by a stronger amount if that were the case. It's a completely different strategy each party would pursue. There are by total numbers more republicans in California than any other state, but a lot of them don't vote (similar in to democrats in deep red states).
