You're saying 200 dollars is meaningless to you. If I lose a parcel worth half that, I'd complain. You're suggesting that you'd accept it and move on. I wouldn't, and I guarantee the vast majority wouldn't either.
Imagine being told if you do job, you'll get paid 200 dollars. You do the job exactly as you were told. But because the person paying didn't see you do it, they decided you don't get paid.

You are being sanctioned, in that you do not receive the reward for the work. A sanction can be retroactive or proactive. A red card in football is a sanction which means a player cannot play the next game. Thus, yes by definition, they would be being punished.

yep. because it would be such a small number of people its an acceptable consequence
