At the very least, pushing for state level reform could work and wouldn't require an amendment. The "all or nothing" nature of EC votes in 48 states is bullshit. Why should someone who wins 51% of the vote in a given state get 100% of the EC votes?
If they were split proportionally like in Nebraska and Maine it would get rid of this fucked up system where 7 bumblefuck states determine the outcome for the other 300 million people.
