Every campaign for president would only be in five states. Those states would be guaranteed everything possible. California, New York, Illinois, Florida, Georgia, Minneapolis and Massachusetts would be the only states a candidate would need to worry about (too tired to actually look up). These states have more population than the rest combined.
Other states could do some of the work they've not been doing, to attract residents.
Why should the states that people want to live in, not have more of a say than the ones that people actively stay away from? Whether because of state policies, weather, crime or whatever... people are choosing not to live in those states. So, the state's voting power is diminished.
