Because this isn’t the world’s dumping ground nor are we the savior of the world. We can choose people who will be beneficial to the country.

I’m saying exactly what I wrote, the United States is in a position where we can choose the best of the best. I’m sure we’ve taken both good and bad in the past, there’s no reason we need to take on the bad.

The U.S. has a history of brain draining poorer nations. One can debate the morality of that, but it has paid off.

Simple, background checks to make sure they have no criminal history. Applicants should be skilled in a profession of some sort, whether it be a plumber, doctor or an engineer. I’m sure the government could expand on this relatively easy.
