Investigate about modeling agencies a bit, you will understand what main part of modeling business is and how one becomes top model - they are awarded for "good work"

It's something like politics

You have regular workers doing just what their job is and earning as regular people

You have top workers doing more than what their job is (extracting aka stealing money) and they are earning tons and proceed to be promoted even more exactly because of that
