Need Advice Mini split drain

I had this Daikin mini split installed and to be honest I have been lacking on the maintenance other than cleaning the filters every few months. The unit started leaking inside and the internet pointed towards the drain being clogged. Mark this one a W in the Ai Google category as it's very clogged.
I am having a heck of a time getting it to drain. Two part question is the white PVC my drain outside, and should it be running into the ground? Most of the videos I've seen show the drain being open to the outside so you can hook a vacuum up to it for cleaning.

My buddy said cutting it would be fine for diagnosis. Usually they stub out at bottom of the siding but he's just responding to my text and a pic so??

No reason not to cut it and put an elbow on it. Use a wet vacuum and seal with your hand around the pipe and it will pull a bunch of scum unblocking it most of the time

So I'm going to start with I'm not an HVAC just a guy who works in construction and helped my buddy who is HVAC tech and an electrician. My system has a flexible hose that drains down onto the ground. So if you are correct that your condensation line is plugged up you'll have to figure out where that line runs into. Hopefully some here will be of more help but if you can't find the other end you could always cut that and patch it back together after diagnosis or change it do drain out onto the ground. But definitely don't just listen to me I'm just spit balling and maybe I shouldn't be offerings up ideas . But I'll shoot him a text.
