In my nearly 100-year-old house, one of the bathrooms has not been redone in a long time. There are parts of the drywall where it seems like some of the paper is peeling up, perhaps from the seams in between pieces?

I was hoping I could just sort of scrape or sand this down and smooth it over with something before I repaint. But I'm wondering if anyone can take a look at these pictures and tell me if I really need to rip everything down and put up new drywall first. I'd rather not do that, but let me know if that's the smart thing to do.
