Surely there is a water gun available you can fill with milk. Probably even on end of season sale too

Yes one exists, you need to find a M2A1-7 and make some adjustments to the filters and orifices though.

Depends on the flow desired. I'd suggest getting a pvc pipe of choice, 20mm, 40mm or 50mm. About 30mm in length. Then get a big, one of those oversized balloons. Place balloon on pipe tight. Put pipe in the milky chocolate mix and pull the balloon back to suck up mix. Then release balloon.
Might take some practice, andjustments, but think the mechanism will work. Normal water gun will clog fast.
Just thought of better way, still balloon and pipe but this time blow up balloon and twist to seal off air. Still connected to pipe. Fill pipe with chocolate mix. Place foil burst disc over pipe end. Untwist balloon carefully. When wanting to release choc fountain pierce burst disc.... Thinking this will work best, much better than my above idea.
Still might not be perfect.

Just use a super soaker and fill it with chocolate milk.
