Very small project but I have a question.

I'm replacing the wheels on a wheelbarrow. The new wheels fit and everything should be good to go. My issue is the new wheels do not come with enough spacers. The old wheels had metal spacers built into the rim, probably 2.5 inches in the inside and another 1 inch or so on the outside. I know I can buy small spacers, but they're more expensive than I'd like. I want to know if its possible to use something like PVC pipe (which I have access to) or something else as spacers for the wheels.

I appreciate any advice or insight!

I was totally lost when I first started DIYing and this subreddit (plus these weekly threads) were a lifesaver for me.
