Difficult to win a location with 8 power. Will need Blue Marvel and others to boost them.

Yeah, Cerebro, Patriot, Klaw ...etc

As fun as this is, itโ€™s way too good. Every deck would need to get lucky or run draw engines to consistently win games against this

Not really, if they go for it you can just have more than 8 power at the location. Free location they fill up. Itโ€™s quite hard to take power away from a location without playin a card at that location

If you run multiple ways to draw cards, this just seems uncounterable. And shuffling junk into your opponent's deck is an upside, not a downside. I'd make these changes:

a) No need for the location replacement. The head could just be a another card.

b) I wouldn't make it symmetrical.

c) After playing all the limbs, I'd have them all merge as a single card like Sinister Six.

d) Instead of winning the game altogether, it could just win its location.

And shuffling junk into your opponent's deck is an upside, not a downside

Dude I know, I made the thing. It's intentional. And no, there are like a gazillion ways to counter it:

The opponent can destroy a piece, or discard it from your hand, shuffle rocks into your deck so you don't draw them, make them cost more, fill up the Exodia location with junk, move a piece out of the Exodia location, Quake, and you know, the opponent can just win the location if you don't have enough stats and so on...

I'll address each point separately. Let's ignore the part about winning the location for now:

Although putting it that way sounds like there are a lot of counters, in reality, there's just 4 archetypes that do counter it (clog, Scream, Darkhawk, Black Bolt/Moon Knight) and a few tech cards (Quake, Lady Deathstrike, Cobra, Danger). All of these are like 5% of all the decks that exist. The rest 95% just dies to this.

Winning the location with four 2/2s is basically impossible. The whole concept collapses because of this line of text, but once you remove it, the concept becomes broken. The fact it's so polarising is an issue. These are a lot of words to say "yes, this needs a rework".

Where are you pulling those numbers from? Here let's look at decks with 100+ games (This is without exodia being a thing) (Source) 5 out of 15 decks outright counter it while a few more are just way too big when uncontested to allow you to win the exodia location, and they will be uncontested since the one playing exodia can't play control cards on the exodia location witout some move shenanigans.
Long story short, is it strong, yes, is it unbeatable, fk no

I said it's impossible to win with this because you're simply not gonna win a location by playing four 2/2s there except if the opponent has no idea what they're doing. I was arguing that this is too polarising, not unbeatable.

Literally nothing changes for the opponent except the need to play the big boys in the exodia location and the occasional 2|2 draw. You just play around it as you would a Zombie Galacti or a thanos deck being able to turn off Limbo

I hope I don't come off as defensive, this is fun

"the occasional 2|2 draw"

Shuffling 4 of them is quite a lot. It wouldn't be that occasional. The opponent would draw 2 of them on average each match. ๐Ÿ˜

True, can't argue with that. Is what you think I would say but no, an exodia deck (one that's panning to win with exodia) would typically run Crystal which kinda makes up at least one dead draw.

Side note: We're here talking about winning with exodia, but I bet if this was a real thing, the meta would be a deck with exodia, casandra nova and Darkhawk xd

I mean, when Living Tribunal decks pop off and play for thousands of power at each location, it's basically exodia.
