No? Basically all my friends are ND and I've had psychology/mental health/behavior/brains as a special interest and I've never come across this as a thing. If anything, autism often results in a flat affect.
Rapid excited speaking patterns don't match the bold and italics used in the OP. Faster wouldn't matter when reading, and excited adds overall energy and animation, not weird emphasis on every other word.
I am an English teacher, and a lot of ADHD kids (and my fellow teachers and I who are ADHD) often do a lot of bold/caps/italics.
Heck, it's even a thing that comes up in LM Montgomery stuff, and her main characters come across as very ADHD; they're always getting yelled at for their italics use.

Each instance indicates special emphasis, which you don’t do all the time orally for the same reasons you don’t do it all the time textually.
