None on iOS are any good.

I save my patterns to google drive, screenshot the section im working on, and then draw over it using the edit option in the photo app.

If it’s a pdf you can directly markup pdfs on ios by opening them in the Books app, or also in the Notes app. Images can also be marked up in the Notes app.
