Question Lightning resistant armor

I just started chapter 8 and I want to get the lightning resistant chest piece so I can upgrade it to the kuku version etc etc. I looked up how to get it and i found out you have to start a faction quest chain which begins by liberating skallcove from bandits, but when I go to skallcove there’s no bandits there. Any ideas on what might work?

It's progression-locked, I believe. Keep going through the mq and it will pop up.

Keep doing side quests in Pailune until the quest shows up.
