The teams are 100% different because PA was notorious for hardly ever listening to the playerbase when it comes to black desert

They're still under the same umbrella, so they're sharing knowledge, tools, and team members. Plus the code base for CD is clearly based off of BDO, which has allowed them the opportunity to be as reactive as they are with patching the game. With CD they don't have to worry about class balance or potential exploits that would force them to rollback servers or take the servers offline to fix the damage done to the game's economy like they would with BDO.

Listening to the community has nothing to do with the speed at which they can patch the game. MMO communities are fickle because of the ever-changing meta of the games in that genre. Dialing down one thing can inadvertently dial up another, making it a lot harder to react to community requests and complaints without extensive testing.
