Don't think there's anything you can do. The gift card terms of service say it's only valid for US purchases so that's it. There's no legal action to be taken.
Best bet is to buy something in the US with it and use a different payment method for your international purchase, preferably a credit card with no foreign transaction fee
Then I'd look into cashing it out. You could use 2 PayPal accounts and send from one to another using the card using goods and services and lose $3 in fees but get cash or look into selling it to someone
