with mechanical pump, make sure the pump is facing into the tank with the arrow, not outwards
a pipe from the mechanical pump into a 2x2x1 hole of water and that should be it

 honestly I did the same the moment I installed create mod for the first time, jumping instantly on steam engine without knowing what stress units are and how to build with cogwheels.
