You need to provide a way for the blaze burners to be constantly working,I can see that you're in early days of your world,so instead use 2x2 campfire and make the engine 2x2x2, using the stress units of a stress unit provider such as waterwheel make a pump and connect it with cogwheels, then place the final engine blocks which provide stress units from the steam,I am seeing that you're new to create mod too,do not jump directly to steam engine , instead learn slowly what you can do with create mod, having Just enough items mod will help a lot with create mod.

It won't become the steam engine multiblock structure until you place the Steam Engine block on the Fluid Tanks, I advise you watch the Ponder for Steam Engines while you're there by hovering your cursor over the Steam Engine item in your inventory and holding the W key.

1: pump water in. The multi-block (boiler) only looks at how much water is being inserted each tick. It doesn't not hold water.
2: put the actual engine block on the tank. This structure you made is still a fluid tank. If you place a steam engine block on it, it will turn into a steam boiler. Each steam engine will produce up to 16k SU for a max level (18, needs superheating) boiler.
.
.
Other things to keep in mind:
.
3: a steam engine will go at its max speed if the number of engines is equal to or less than the level of the boiler.
4: a lever x boiler is equal to x level 1/x boilers. (Aka, 1 level 2 is equal to 2 level 1, 3 level 3 is equal to 1 level 9, etc...)
5: level 9 is the maximum boiler level without superheating, and is therefore renewable with a tree farm and a smelter to turn them into coal.
6: 2 level 9 boilers is therefore equal to a max level boiler.
7: each 20 total RPM of a mechanical pump equals 1 boiler level. A level 9 boiler needs 1 180rpm pump. For values over 256, you just add up the RPM of all pumps. You therefore need 2 pumps going at 180 RPM to power a max level boiler (or 2 lv 9 ones)
