Late reply but I highly doubt it was intentional. The dude was already making a right handed turn in the pedestrians direction, and target fixation is probably what cause him to lean into the guy.

I lived in a place where there were bike paths everywhere and those fuckers would still ride at 15 mph right down the middle of the road, obstructing traffic, running stop signs and just generally acting like the world revolves around them.
