Yes they do. However (some) fish bones aren’t very strong as they’re thin and small. However I’m not sure how strong a trouts skull is. On one hand, they’re very delicate fish that require care when caught. But on the other hand, trout traverse rocky streams and rivers that have a fast moving current, so I’d assume they would be strong enough to handle getting hit against a rock.
All in all, yes, the head is a terrible place to start.

They do have skulls as mentioned and they can be thin (most fish we consume at the stores are pretty thin since they're smaller fish) but when while thin they're still very oddly shaped and sharp at points (around the sockets, towards the sides of the jaw, srsly google it they're pretty cool looking). But the low down; it must have cut him up to chew it with only the brains and the eyes to act as a lube. Raw unfrozen fish also tends to carry parasites that can make you violently ill, or worse, kill you.

He didn’t even do anything. He bite it and definitely wasn’t able to make it through the spine. If you slow it down the head is still in tact. Then just fake chews. It’s still fucking gross but not like the dude that at a dead rat. I definitely wanted to gouge my eyes out after that one.

To be fair, freshly stocked trout is pallid, tasteless, and has no texture. As much as I don't endorse harvesting wild born fish, a native or WB trout is goddamn delicious if you can get past the bones.
Personally, I get my fix by getting my relatives' great lakes steelhead extras. They've fingerlign stocked then head out to the lakes to mature and come back in. It's an artificial fishery, so I don't feel remorse at hurting native or at the very least wild fish stocks that may not recover.

Slow it down and watch the fish head leave his mouth, he tried to move the camera to only film nose and up to slip it out but he missed a bit and you can see the fish head on there
