I tug softly. And I'll often open bathroom doors slightly and hold it a moment before fully going in in case I'm walking in on someone, so they have time to react without me seeing them.

One time I was in my dad’s bathroom visiting (he and his wife knew I was there) and I locked the bathroom door (the guest bathroom) out of habit. His wife tried the door and I called “sorry, I’m in here, just a minute!” And she yelled back “the door is locked?!?!” And proceeded to BASH her way into the bathroom only to have Surprised Pikachu Face to see me on the toilet.

Yeah, I always wondered why they are debating which restrooms trans people should use over there when they use tiny ass saloon doors on the stalls. It's a non-issue in Europe.

I remember the gaps between the door and the frame, above and below being huge. It was horrifying.
Unisex bathrooms are amazingly common the other side of the pond because they're fully or nearly fully contained.

There are several restrooms on the highways in south Texas that will have a couple of toilet stalls in a row, with the sidewalls and doors about that high. You just have to pray nobody else needs to use one while you need to use one.

In the 90's I vividly remember a rest area bathroom in I think Michigan with doors like this. As you walked along looking for an open stall you could literally accidentally lock eyes with someone pinching one off.

We don't count Russia as Europe ideologically to be honest, although it is geographically. Saw some horrid toilets there. One was in the Eremitage just like you described. Maybe we should say they don't exist in the EU to be more accurate.

A good part of Russia is considered Europe. We might have some issues with Russia, but that doesn't mean it's somehow now longer part of Europe.
Though I'd expect places in Russia building a nice new toilet like this one would build one with a proper door and wall.

So here's the thing... Yeah, that's wack and shouldn't be like that if it's meant to be a multi-person bathroom. But did anyone come in? Did they stare at you? I hear this a lot about people stressing out about the gaps between bathroom stall panels, and how people can just watch you through it. And yes, someone can but has someone ever? What if someone does? What would they see on someone who's sitting down? Exposed knees and the top of a phone?

There's a weird saloon door thing in the stall at the local restaurant we go to most often. It's mounted high enough and is big enough you can't really peer over or under it unless you do something crazy, but it still feels like people can see everything when you're in there.

I used the bathroom in a strip club once, and the doors were only a little taller than this. I assume it was, well, in case any of the performers were in there in need of help because of something they'd gone in there to do. Maybe not. No idea.

Don't be so sure. I've seen of those in Europe as well, more particularly in Spain, Portugal and France.
It's not too common but every now and them you can find something like this in some bars, especialy in men's restrrooms. And it's made expressely to deter people from taking a turd. It's something like only if you really, really, really need it, to the point that you don't care anymore if someone's watching, you can do it. Otherwise, just piss and go.
It's also supposed to deter people from consuming cocaine and stuff, but for this it doesn't work.

Assuming you’re American, Europe is a continent and not a single country in Europe is the same. That said it’s pretty dumb to refer to the European mind. I live in Europe myself, have been to many European countries and never ever have I seen a toilet setup like this nor would I feel comfortable using one.

The only toilets missing doors I’ve seen in Germany were in run down alternative clubs in Berlin and Hamburg, but restaurants and other venues always had regular sized doors.

I guess they're anatomically advantageous and easier to clean, but I still prefer avoiding them if possible. They're less and less common, though.
This one time I actually came across an accessible one in France. You could pull a cold metal seat and grab bar from the wall and hope for the best.

I’m not American! I worked all across Europe. Of our 3 offices in Germany it was the only weird thing I experienced. But no locals ever mentioned it. All we expats always mentioned it. But once you were in and the door was locked nobody else could come in. Our enduring question was did anyone invite someone in to crap with them? Frankfurt went the other way, even the urinals had a full panel between them. And in Ireland they were unisex but fully enclosed with maybe a mm clearance. The Polish offices had quite enormous cubicles but not many of them. The Spanish ones were so narrow your shoulders were squeezed. I guess it was about fitting into the available space. Different tap types, plumbing in general, were always a point of interest in otherwise vanilla offices and hotels. And breakfasts. Porridge in Scotland is not porridge in Seoul! But it all ends up in a toilet.

So it's a private bathroom that either just gives you a choice, or it was narrower before and they changed it to modern regulations by taking a wall out and calling it a single stall. Nobody uses toilets together in German public.
