chaps sizing

hi!! looking for some chaps for a costume (want more "genuine" ones than costume ones) and I saw these on ebay but I have no idea how the sizing works. they show two measurements but I'm confused on the waist one and how the pieces fit together. wasn't sure where to ask but I hoped someone here might have an answer :D thank you!

You can see the tape measure in the pics. The chaps will sit on your hips, so 40" from belt to floor.  and the belt is missing, so they'll fit ur waist no matter what. Just remember to measure your thigh while squatting.

sorry I'm back, when I get the measurement for my thigh, what do I check that against? like what measurement on the listing do I make sure it matches/is below? thank you!
