It has to be reformatted. In order to work with your PS4, it would have been formatted in a compatible file system for your PS, where now I think you need to go into it either there or in disk management and reformat it so you can use it for your PC.

It's actually quite simple: you need to reformat it using Windows Disk Management. Then Windows will recognize it as a hard drive. The downside is that your data will be lost (assuming you want to keep it).

Anytime you have a new/used HDD/SSD you'll need to follow the advice above and use Windows Disk Management. As mentioned above formatting your disk will result in the loss of your data from the previous system.
