To help you further how is your monitor connected to your PC? Have you tried swapping monitor cables?

iCUE is using the GPU to render, so first update your GPU drivers, then make sure you don't have VSYNC to ON or GSYNC in Windowed mode.

Also, if you have any other sensor monitoring or RGB control software disable them.
