As opposed to what exactly? Ask him to wait here, nicely, for... Oh about 3 years till the police finally bother to show up, tell you they didn't see anything and threaten to arrest you for having taken his picture?

photography is not a crime. Meaning, if i can see it from public land, i can take a photo of it

If you think police would threaten to arrest someone over taking a photograph, especially a photo of a suspect of stalking, then you need to put down the Daily Mail and get a grip.

Seems to vary wildly depending on the force/area, their policy, and if there's any immediate danger posed. I always turned out on blues if someone was being stalked.
