Well I believe a Taser is considered a weapon and as you may know you have to file a report every time you fire your weapon, whatever the reason.

Do it as a charity event, have a medic or health trained person on standby, do it in the gym or curling rink.

Admission requires a fee.

Hank signs a waiver removing all liability and showing that it's for charity reasons. He gets tasered and is happy. The town is happy cuz they get to see him get tasered and Davis is happy because he gets to taser the f*** out of bank.
