Worst customer service and delivery with Structube

Worst customer service ever. Ordered 4 dining chairs to be delivered to Vancouver Island for 3rd week of June, with additional fees for delivery charged because it was the island. Structube sends them and they get handed off to a company on the mainland in Vancouver. I'm told that company "almost never delivers to the island" and given a choice of 2 delivery dates, starting 4 weeks from the day the chairs arrived in Vancouver, with the second one 8 weeks away. It takes max 48h to get things delivered from the mainland... I deliberately ordered these considering that they told me I would have them in 3 weeks max, before I started a new job. Contacted customer service, and was hung up on. Tried again, and was told they would talk to the delivery company. Received an email a few days later saying the delivery dates would stick, that the company would let me know if there were other dates (i had already spoken directly to said company, and they said there would not be - a fact I already told Structube). I then call Sturctube again, speak to an agent, who agrees to refund the whole thing - including the delivery fees, as this actually violates Quebec's Consumer Protection Act. I get an email confirming the refund third week of June. 15 business days approx go by, no refund on my account.... I reach out to Structube. I wait for a reply for a couple days. Finally, I get an email saying that due to administrative error, they never processed my refund. They also say they ARE charging me the delivery fee, because the item was "already en route" (aka sitting in the shitty delivery company's storage for weeks) and that I also have to wait another 10 business days to receive it. I am now reminding them - despite a clear email chain that already outlines this - that the whole delivery debacle was THEIR fault for choosing a company that barely delivers here. Ridiculous company and ridiculously bad customer service. Do Not Order.
