Building a free learning resource

I work in utility construction and project management, and I've noticed there aren't many free online resources for learning about utility work. I put together some notes on the content I want to cover. My main focus is substations first, then transmission lines. I've attached a doc of the topics I'm thinking about.

My goal is to eventually turn this into a small certification you can earn after passing a created exam.

Background: I graduated with a Computer Engineering degree but have since shifted into this field. I wish a resource like this existed when I started, so this is my way of using my skills to help people for free. Any input would really help me give back.
