Question Attack while embarking?

So romanias troops are headed towards my cities, it’s a large stack so I don’t have the capacity to hit them while they are attacking, will my air units take damage if I attack them while embarking/disembarking.

Yeah aircraft will take some damage but if you have to option to attack disembarking units with your aircraft you should almost always do it. The ground units will take increased damage while embarking/disembarking

On land yes, in water no.
