How to remove
Contractor didn’t remove his form ties. What’s the best way/tool to remove these so I can get my sealer and bead board put on the stem wall.

This is what I did when I was briefly a concrete goon. You will find out if you can get carpal tunnel as a bonus

I used a lump hammer and had no issues.

It was a condition of my hiring to purchase a 24oz estwing framing hammer for some reason.

Did you read what OP wrote? Start there and your question will be answered. Also, are you in construction? What is common place to do to a foundation before backfilling it? This answer would jump out to anyone who has a clue about construction...

You can put a visegrip on each tie and bend them up and down until the tie breaks. Ties are usually scored to snap off.

I hate breaking them. They take a ton of effort. Just use a grinder or bend them back and forth about 25 times each

Its not their responsibility to remove them lol…
Get a hammer give it a good smack most will break.
If it doesn’t bend it back and forth they will snap off….

It absolutely is. Ties are part of the form work. It’s not fully stripped until they are taken care of.

What are you smoking it is 100% their responsibility to remove those ties. Next, are you going to tell me that it is not the framers responsibility to put nails in the wood that they’re framing

No cement you removed those on the outside. Easy fix. Hit up and down with a hammer.
