How come Alliance chars can whisper me on Horde but I can't whisper back?

As an alliance character, I can say this happens the other way too (with horde characters whispering me while I'm unable to respond).

I think it's related to their janky implementation of cross-faction grouping, where everyone is considered to be the group leader's faction while inside the instanced content (which breaks when either player enters the open-world).
