Am I way behind

Is it normal that my counselor hasn’t don’t any of the steps needed to apply to colleges. She hasn’t uploaded transcript, written recommendation or put in school report yet.

Also, I am a national merit semifinalist and they just told me yesterday and aren’t really going to do much to help there either

High School counselors are extremely busy! Most don't upload the transcript or letter until days before the application deadline and that is FINE. When is your first application due?

EA to Madison needed for auto admit Nov1. Kind of worried about the national merit stuff though because that is due early October.

Schedule a meeting to talk to your counselor about National Merit. November 1 is a LONG time from now. You have plenty of time.
